ABAP Web Services on R/3 4.7

Hi Guru.

I want to create a Web Services on SAP R/3 version 4.7 in this way:

1) I create a fnction module as Remote-enabled module    

2) Next I want create a Web Services using this remote function call.

But in my sap it's not possible.

Can I realize it?
